Blade Runner the movie, questions about dystopia?

Has anyone seen the movie Blade Runner if so can you help me answer these questions? How do the filmmakers create a "dystopian" environment? What fears and anxieties does the film attempt to arouse?

    I always thought they created the dystopia to create perhaps a parrallel with our prosperity (i.e. the technology we’ve created is incredible but the world has gone to hell).

    The film stirs up anxieties over our advances as a race, our mortality and losing our position as masters of this planet. We know no animal will take our place, especially not in that environment (dystopian).
    There’s already a widespread fear that we’ve shot ourselves in the foot by becoming so powerful etc.
